[SRU][B/gke-5.0, B/gcp][PATCH 0/2] Enable napi_tx on on GCP/GKE

Similar to the 4.15 kernel, the napi_tx feature is requested also on the 5.0 GCP/GKE kernels.

napi_tx already exists on 5.0. These 2 patches only a) enable per queue RPS config (from 5.1) and  b) enable napi_tx by default (from 5.3)
