Switching to a model where the base kernel annotations file is
imported and all the custom kernel specific changes are kept together.

The final annotations file is basically the same for all the series
besides some differences due to the kernel version. The main exception
is Disco, that is currently missing changes for bugs #1813211,
#1745261 and #1824879. But those changes will be handled in a separate
patchset.
