[Impact]
Localized output of objdump, which recordmount.pl relies on, casues
issue when building out-of-tree module.

[Fix]
Use "LANG=C" to override objdump's locale.

[Test]
The issue can only be reproduce on ppc64le so I didn't relly test it.

[Regression Potential]
Low. The fix is trivial and I don't see any regression on my amd64 system.
