[linux-gcp][XBCD][PATCH 0/1] move tcm_loop to linux-modules-gcp

As requested by Google, please move tcm_loop.ko to the main
linux-modules-gcp package.

The one-line patch for linux-gcp-bionic follows; please insert the same
line in the other needed inclusion-list files.
