Certain TPM chips start TPM self test asynchronously and, in Bionic, the kernel
incorrectly assumes that the self test failed after waiting for a short amount
of time. This leaves the system without a working TPM chip.

Straightforward backport to Bionic. Tony Espy has successfully tested the
backport via a test build that I prepared. I've asked him to update the bug
description with the SRU template.
