[PATCH 0/3][SRU Bionic] Fix ThunderX hangs & reapply reverted patches

Sultan fixed an issue that has been haunting us for a while on ThunderX.
It is also the root cause for some boot hangs that caused us to revert
a couple pathes last cycle, but which turned out not to actually be the
problem. Add Sultan's fix & reapply the reverted patches.

Tested on 2 CRB2S systems and 3 CRB1S systems - just to be sure :)
