[SRU][linux-aws] AWS: per-device block I/O timeout support

Backport the following mainline commits to
linux-aws-{disco,bionic,xenial} as requested by AWS:

65cd1d13b880 block: add io timeout to sysfs
4d25339e32a1 block: don't show io_timeout if driver has no timeout handler

(Note: linux-aws-disco only needs the 4d25339e patch).

These are simple context-backports from mainline to enable I/O timeout control
for AWS NVMe devices.
