[PATCH] deb to snap: add i2c-bcm2709 to initrd's kmods

The i2c-bcm2708 kmod is missing from ubuntu-core's raspi2 initramfs, and that
prevents ubuntu core image from using the vc4-kms-v3d overlay and having an
hardware accelaredt graphics stack.

Since this is an ubuntu core only bug, fix it in our 'deb to snap' generation
scripts.

Should be applied to the Xenial/master and Bionic/master trees.
