Bionic linux-image-* changelogs seem broken?

Hi,
Prior to bionic, apt changelog linux-image-N.NN.0-NN-generic printed a full
changelog for the kernel package:

linux (4.4.0-119.143) xenial; urgency=medium
* linux: 4.4.0-119.143 -proposed tracker (LP: #1760327)
* Dell XPS 13 9360 bluetooth scan can not detect any device (LP: #1759821)
- Revert "Bluetooth: btusb: fix QCA Rome suspend/resume"

However, with the upgrade to Bionic, it now seems to be including the
changelog for linux-signed instead of linux, so we get a much less helpful
changelog:

linux-signed (4.15.0-20.21) bionic; urgency=medium
* Master version: 4.15.0-20.21
* Miscellaneous Ubuntu changes
- fix permissions for installed signed kernel images

Was this a deliberate change? Is there a way to access the old changelog
other than looking at git?
