  * powerpc/pseries: Add H_GET_CPU_CHARACTERISTICS flags & wrapper

The noticeable difference is that upstream doesn't provide a
PPC_DEBUG_RFI config option.

Compile tested all supported architectures. Note that ppc64el requires
an updated version of kmod (22-1ubuntu5, currently) because of:

7585f5189be4 ("powerpc: Simplify module TOC handling")

Otherwise the build fails with warnings like this:
