[RESEND][PATCH 0/3][SRU Artful] thunderx2: i2c driver PEC and ACPI clock fixes

Clean cherry-picks: this correspond to the same patchset that was
sent, accepted and applied upstream to support I2C_M_RECV_LEN cmd to
support SMBus emulation.
