[SRU Bionic 0/1] Fix upgrade to bionic

This fixes upgrade from xenial to bionic, as linux-base on xenial does not have
linux-update-symlinks.

Should also be applied to all other derivatives, though each one has
flavour.stub on a different location. Also affects hwe-edge.
