[Trusty][Artful][SRU][PATCH] Fix for CVE-2018-8822

>From our CVE tracker, only Trusty and Artful kernel need this patch.

The affected file ncplib_kernel.c wasn't get moved to the current location in
staging directory until commit 1bb81550. Hence the fix for this need to be
backported to the file in its original location.

As the code changes from Trusty to Artful, they need to be handled
respectively.
