[PATCH 0/2][Artful] Workaround SATA issue w/ early thunderx2 silicon

Here's a couple of non-upstream changes to workaround an issue with the SATA
controller in early ThunderX2 silicon. Production silicon will not have this
issue, so there is no plan to push this upstream. However, it would be valuable
for users evaluating this silicon if Ubuntu could carry a workaround for this
issue for the 17.10 cycle. Given that this workaround is coded to only activate
on this specific silicon (and only compiled-in on arm64), regression risk
should be negligible.
