[PATCH][oem-kernel] ath10k bug leads to can't reboot or can't switch wifi APs

This patch is in v4.13.5 and will be merged into Ubuntu Artful kernel soon.
We need this patch enter oem-kernel within this cycle, so submit this patch to
oem-kernel only.
