[gke][v2] enable TRANSPARENT_HUGEPAGE_MADVISE

[linux-gke] Set transparent_hugepages to enabled=madvise, as we've done
for Artful.  This has been requested for the linux-gke kernel; Chris Glass
has demonstrated positive test results in linux-gke.
