[PULL v2][SRU Zesty] arm64: mbigen driver fixes

This PR includes a firmware/upstream compatibility fix and other
general bugfixes for the mbigen driver. All changes are upstream as of
4.12-rc2, with only minor backporting required. Tested on HiSilicon's
D05 board and regression tested on the QDF2400 board.
