[CVE-2017-0605][PATCHv2] tracing: Use strlcpy() instead of strcpy() in __trace_find_cmdline()

Following this email I'm sending the CVE-2017-0605 fix backports for artful, zesty, yakkety and xenial.

For trusty, it will need at least one another commit for the get_saved_cmdlines function and will be addressed in another patchset.
