[Xenial][PATCH 0/1] Enable intel-pstate for Kabylake.

Impact:
Kabylake CPUs uses acpi-cpufreq driver.

Fix:
New Intel CPUs should use intel-pstate instead of acpi-cpufreq.
Use intel-pstate can achive higher turbo frequency.

Test:
Use command `cpupower` or check the existence of
'/sys/devices/system/cpu/intel_pstate'.
