[CVE-2017-5551][Yakkety SRUv2] tmpfs: clear S_ISGID when setting posix ACLs

This patch can be cherry-picked for Yakkety, this is the patch for the
incomplete fix of CVE-2016-7097, which hasn't landed in Trusty. So it
makes the Yakkety the only affected release.
