[PATCH 0/1][Y/Z SRU] Fix for docker processes stuck in uninterruptible sleep

This is a simple one-line fix for a problem some have seen with docker
processes getting stuck in the D state. The patch is a clean cherry pick
from 4.12 that has already shipped out in upstream stable kernels - the
current xenial-proposed kernel already has this fix from 4.4.70.
