[SRU][Zesty] qcom_emac is unable to get ip address with at803x phy driver.

Please review and consider this SRU for zesty. This patch fixes a cert blocker
where qcom_emac is unable to get an IP address if at803x phy driver is in use.

The patch was cherry-picked from Dave Miller's net repo and applied to Zesty.
I build a test kernel in https://launchpad.net/~centriq-team/+archive/ubuntu/lp1696143/ and tested on the QDF2400 SDP at Canonical. Test results are posted to
the bug report as comments.
