[SRU,Zesty] drm/i915: Do not drop pagetables when empty

This is the minimal backport for the issue which has been 
landed in v4.11.6[1], please cherry pick for 4.10 Zesty.

I have verified the patxh fix the issue on Lenovo Thinkpad X260.
