[X/Z/A][PATCH] [Hyper-V] hv_netvsc: Exclude non-TCP port numbers from vRSS hashing

The fix for all series were backported from mainline.

The issue can be reproduced with the following iperf3 client arguments and
using two azure instances with multiple vCPUs (8+ is recommended):

iperf3 -c "$server" -P 100 -u -b 100M
