[Pull][unstable 4.12] Add support for RAS features on ARM64

Please review and consider this pull request for adding support for RAS 
features on ARM64 to Ubuntu unstable (4.12) kernel. This kernel was 
tested on QDF2400 and UEFI based AMD64 system.

The following changes since commit
