[aws][PATCHv2 0/2] support do-not-ship_extras_package

This v2 of my "no extras package for custom kernels" patch.
I'm still submitting this ONLY for the xenial/aws branch at this point.

Improvements:

 - Split the support for ship_extras_package=false and its enablement in the
   aws branch into separate commits (in case we were want to merge the
   support-for commit into a generic branch at any point).

 - It now logs all of the modules that were built yet won't be shipped, so as
   to (1) help identify configs that should be turned off, and (2) serve as a
   reminder in the build logs this situation is in effect.
