[PATCH][SRU][Xenial][Yakkety] Export symbol required by NVME driver

Impact:
NVME APST (autonomous power state transitions) requires symbol
"dev_pm_qos_update_user_latency_tolerance".

Fix:
Exports the symbol.

Test:
Test on NVME backport driver, the symbol can be requested and works well.
