Here's a couple of small precautionary fixes for the arm_arch_timer driver.
The ftrace one won't impact us unless we end up turning on
CONFIG_PREEMPT_TRACER, and the frame loop init issue hasn't (yet) been seen
on real hardware.

The following changes since commit fe7bb435d507e5c832a7dd0f31b93d37c89f9fd4:
