[PATCH xenial/zesty 0/2] CONFIG_SATA_HIGHBANK=y

This was changed after trusty from y to m without any justification
given for the change (appears now only in a squashed Ubuntu changes
commit, perhaps was a victim of previous attempts to change built-in
drivers to modules). We recently got a report about this causing issues
booting on Calxeda Highbank systems.

Since there doesn't seem to be any big downsides to having the driver
built-in, I'm proposing we change it back in xenial and zesty. I've
already pushed this change to artful.
