== SRU Justification ==
This is a mkfs regression in kernel 4.4+ kernels.  This issue was fixed in 
Zesty, but also impacts the Xenial and Yakkety kernels

This commit landed in mailine as of v4.11-rc1.  It is only need in Xenial
and Yakkety, since it was applied to Zesty from bug 1657539.
