[PATCH] [Y/config-redux] [Config] armhf: MFD_TPS65217=y && REGULATOR_TPS65217=y

The MFD65217 is a multi-function chip that, among other things, regulates
voltage in the TI AM335x chip (the SOC used in the Beaglebone board), and as
such, it's a boot essential there.

Mark it so and updates the annotations file.
