[Xenial][SRU][PATCH] #LP1632578 Add support for KabeLake i219-LOM chips

[Impact]

Add support for devices [8086:15e3], [8086:15d7], [8086:15d6],
[8086:15d8]. This patch only add device ids so no further
regressions are expected.

[Test]

Though the commit log says it's "Initial support", it's been
successfully tested on multiple platforms and no further issues
are spotted, so at the moment no further patches are needed.
