Some of those are desktops some are laptops.  They are between 4 and 5 years old.  They aren't for sale anymore, but I would expect they're still in the field in use at this point.  
I haven't heard from any of my team that these quirks have been needed on later machines, so whatever was causing this problem was probably fixed in the BIOS or in the kernel.

Could you send messages to some of the people who were affected (looks like details in the bug links) to test a modern kernel with the various quirks turned off?  That should be a good way to find out what the current situation is.
Alternatively Canonical may still have a lot of this hardware and you can ask your certification team to check on these problems.
