ACK: [PATCH 1/3 Xenial SRU] nvme: set queue limits for the admin queue

For #1 and #2 things are limited to the nvme driver itself and look to be setup
only. #3 has a global impact but with the description in the update paragraph
sounds reasonable (and was not reverted or fixed up since 4.5).
