[PULL][Wily] Fix and restore workaround for ARM64 ERRATUM 843419

This is making its way upstream. Even though the fix will eventually
come in via stable, I'm submitting it now because I don't want to
forget to re-enable the config when it does :)

The following changes since commit cbbddb409ff9aa8197a2011f3d1cb5ffdf002cd8:

  UBUNTU: [Debian] rebuild should only trigger for non-linux packages
