I've added the following bug to the Development Kernel Priority Bug List:

    * This regression may have been introduced by enabling ARM64 NUMA in
4.2.0-13.15
        * See commit Wily 8327926b
    * Asked to test the 4.2.0-12.14 kernel

If anyone has some free cycles, it would be great if this bug could be
reviewed.
