LP#1434842: reenable OSS modules but blacklisted

In vivid we reenabled the OSS modules but blacklisted them so that they
could be used for legacy games but would not interfere with the alsa
emulation of the OSS devices.  Half of the fixes for the above bug were
seemingly lost when opening Wily.  I have restored these for Xenial.
Following this email is a patch for wily/master-next to restore this
configuration.
