LP#1401903 -- [Hyper-V] FileCopy data loss after fcopy finish

It seems that a previous fix for hyper-v filecopy introduced potential
data loss during transfer on x86.  Following this email is the fix for
that issue.  This is a clean cherry-pick from mainline.  This has
already been applied to vivid.  This is marked for stable, but as there
is potential for data loss it seems prudent to expedite this should it
not arrive via stable.

Proposing for SRU to utopic.
