[SRU Trusty/Utopic] LP#1413020: hyper-v -- fix comment handing in /etc/network/interfaces

Every time the Hyper-V hypervisor updates the IP configuration we
duplicate the opening comment:

    [...]
    # The primary network interface
    # The following stanza(s) added by hv_set_ifconfig
    # The following stanza(s) added by hv_set_ifconfig
    # The following stanza(s) added by hv_set_ifconfig
    auto eth0
    [...]

Following this emaail is a patch for Trusty and Utopic to fix this
issue.

Proposing for SRU to Trusty and Utopic.
