Okay. We can just use LICENSE.radeon. No new license file is needed,
just the entry in WHENCE.ubuntu, and you can just include that in the
same commit which adds the files. I'm probably going to remove
LICENSE.radeon_rlc, I just need to double check that it really isn't
needed.
