[SRU utopic] LP#1387144 -- downgrade thermald to Recommends:

It turns out that some people wish to be able to remove thermald completely
from systems which do not require it.  By out use of Depends: we prevent
this occuring.  Following this email is a patch to downgrade this to a
Recommends: which will continue to ensure it is installed by default,
but allow its removal.

Proposing for SRU to utopic.  Note that this is a patch against -meta.
