[Utopic SRU][Trusty SRU][PULL] fix xgene PCIe device initialization w/ debug enabled

LP: #1382244 describes a problem where debug messages emitted by the
xgene-pcie-msi driver's ISR to a 9600 baud serial console can cause
PCIe timeouts. The recommended fix is just to remove this debug code.
Please pull this fix for both trusty and utopic from these branches:
