Cgroups Help

I'm testing the implementation of cgroups in my environment

I would get a little help from you :

The only file where I can set my cgroups would be:
/ etc / cgconfig.conf

Would not it be possible that I created a cgconfig.conf per user?

For example:

/ etc / cgconfigUSERA.conf
/ etc / cgconfigUSERB.conf
