[Trusty] LP:1263738 Added To Development Kernel Priority Bug List

Hello,

I've added the following bug[0] to the Development Kernel, Priority Bug
List:

LP:1263738 - login console 0 in user namespace container is not
configured right
   
    * Bug also exists in mainline 3.13-rc7
    * Does not appear to be a regression and has always existed.
   

If anyone has some free cycles, it would be great if this bug could be
reviewed.
