disable ARM OABI ?

Hi,

Say, would anyone object to disabling CONFIG_OABI_CONFIG for ARM? Nothing
should be using it, and it seems that it may complicate seccomp-bpf. It
seems like it might be nice to drop this to avoid carrying forward anything
that _does_ depend on OABI, though.

(Patches to solve the seccomp-bpf issues with OABI on prior releases
will be coming at some point in the future...)
