[ACK & APPLIED][kteam-tools][PULL] stable: use git config user.name and user.email, not DEB env vars

We (Kamal and me) have already discussed and agreed with these changes
before.  Since we're the only users of these scripts, I reviewed and
pushed them into the kteam-tools.
