I agree.  I have queued this up[0] for the next 3.8.y.z stable release:
3.8.13.4.

So I don't think a launchpad tracking bug is needed -- Ubuntu Raring
will pick it up from 3.8.13.4 automatically.  Joseph can correct me if
that's incorrect.
