[raring] UEFI anti-bricking

Hi Matthew-

We (Ubuntu) are considering pulling this directly into our Ubuntu Raring
(3.8) kernel:

And here's the stack of framework patches we needed to cherry-pick in to
support it.  If you're inclined, we'd appreciate your sanity check of
this patch set:

Also, as an early FYI, the same patch set will be applied to my next
3.8.y.z mainline extended stable release; Luis Henriques is preparing a
different backport set for 3.5.y.z stable.  You'll be notified of those
when they get queued up for stable (barring any early objections now).
