R-series LTS Backport for 3.8

I've uploaded linux-lts-raring 3.8.0-0.3 to the R-series LTS Backport 
PPA along with its meta package. Note that the meta package now contains 
the new binary linux-tools-lts-raring pursuant to 
http://bugs.launchpad.net/bugs/1088454. Sadly perf is not among the 
tools being compiled for this version as it has developed a dependency 
on the universe package libaudit-dev (also a problem in Raring). I'm 
working on that next.
