== Saucy SRU Justification ==

This patch fixes the no_turbo feature.  Without this patch, turbo cannot be disabled, which can cause a system to overheat.  Request also sent to 3.11.y stable to include this patch.

A test kernel was built with this patch and tested by the original bug reporter.  The bug reporter states the test kernel resolved the bug.
